Public Addresses and Public Assemblies
The City understands that people may wish to address the public in relation to political, religious or other matters in the public domain. However these activities must be undertaken in a manner that does not obstruct or cause undue disturbance to any member of the public.
It is also not acceptable to engage in vilification of any community members, including, but not limited to, racial, sexual, gender or disability discrimination.
If your public address or assembly is likely to attract a crowd, you should consider whether it is appropriate to lodge a “Notification of Intention to hold a public assembly” (“Form 1”) under the Summary Offences Regulation 2005 with the Commissioner of Police.
Certain activities cannot be undertaken on community land without approval under the Local Government Act 1993. This includes the set up, operation or use of a loudspeaker or sound amplifying device and the delivery or a public address, holding of a religious service or public meeting.
