How to Submit a Tender
Step 1
Find and Review the Tender Advertisement
The City of Sydney publishes all tenders online and in the local government section of Tuesday's Sydney Morning Herald and then one other publication.
Step 2
Obtain a Copy of the Tender
Copies of all tender documents are available for purchase from any Council Location.
For interstate tenderers and those outside of the Sydney metropolitan area, a tender can be obtained by contacting the relevant Council contact (as stated in the tender advertisement) for further information.
Step 3
Decide Whether or Not You are Suitable for the Project
Read the tender document very carefully and familiarise yourself with the conditions of
tendering, the conditions of contract and all
specifications (or the requirements), especially the clauses dealing with delivery and price
variations, before deciding whether you are
suitable or not.
Step 4
Understanding the Contracts and Conditions of Tender
If you are unsure about Council’s proposed contract, either discuss it with the contact nominated in the tender advertisement or have the tender reviewed by your legal representative.
Step 5
Completing Your Tender Forms
Once you have filled out all the necessary fields from the document, answered each of the criteria and supplied the required number of copies of your submission, you are ready for lodgement of the tender document.
Step 6
Lodgements of Tender Documents
Tenders must be placed in the tender box located on Level 2, Town Hall House, 456 Kent Street, Sydney, no later than the closing time on the closing date. Late submissions will not be considered, except in exceptional circumstances, even if they are only a few minutes late.
Step 7
Review of all Submissions
Every submission will be reviewed by a tender evaluation panel. Whilst other criteria may be used which are more specific to each tender, the following criteria will be applied to all assessments:
- Operational capability
- Technical and methodological assessment
- Financial capacity to undertake tender
- Occupational health and safety assessment
- Quality
- Price.
What Happens Next?
Once you submit your tender, Council will examine it for compliance with the conditions of tendering.
Each tender submission is read in detail and examined. The strengths and weaknesses of each tender are recorded. You will be advised in writing that your submission was received and then whether your submission was successful or not, once Council has considered the responses.
