Relationships Declaration Program
The City of Sydney adopted the City of Sydney Relationships Declaration program as a means of recognising the partnership status of both same-sex and mixed-sex couples.
What is the register about?
The Relationship Register is a means of recognising the relationship of both same-sex and mixed-sex couples. Although registration does not confer legal rights in the way a marriage does, it allows couples to make a written declaration that they are mutually committed to sharing their lives together. Couples also have the option of holding a ceremony to celebrate their declaration.
How do we register?
Application
forms are available from your nearest Council
Location. You
can lodge your completed form at any of the City’s Council Locations.
A Council Officer will then contact you to make arrangements
for your declaration including a date, time and venue.
How much does it cost?
The cost is $55 per couple. This covers making the relationships declaration, recording the declaration in the Register and a presentation certificate stating that the declaration was made. Payment may be by cash, cheque or credit card.
Can we choose how we make our declarations?
Couples may make relationship declarations:
- by private interview at any Council Location;
- at a venue of your choice, with your choice
of officiator.
What happens to our information?
Your details will be stored at the City of
Sydney, 456 Kent Street, Sydney. Only City of
Sydney Officers with the delegated authority
will have access to your records. In addition
the City of Sydney may be authorised or
obliged to disclose the information by law.
This may include disclosure to other public
officials or bodies and disclosure to private
parties where a subpoena has been served on
Council.

Under the program, two people may declare that they are partners and have this declaration recorded in the City of Sydney Relationships Register.
While making a relationship declaration does not confer legal rights in the way marriage does, it may be used to demonstrate the existence of a de-facto relationship within the meaning of the NSW Property (Relationships) Act 1984 and other legislation.
