Urban Design Study of Built Form and Desired Future Character for Erskineville, Alexandria (West) and Newtown (South) Area
Purpose of the Study
The purpose of the Study is to:
- Assess the performance of the planning controls that currently apply to the study area
- Identify existing built form character and the desired future character and
- Recommend, where necessary, revised planning controls that the City will translate into the new City Plan Local Environmental Plan and Development Control Plan.
Methodology
- Stage 1: (undertaken by consultants EDAW): Included background research, review of current planning controls and detailed field survey to collect information regarding existing land use, urban structure and built form. The data collected is both on specific lots and on more general aspects of the study area. This detailed analysis was used to identify existing urban structure and to map neighbourhood character areas.
- Stage 2: (undertaken by HBO + EMTB with the City of Sydney): From the findings of the Stage 1, the Study has developed a strategic urban structure plan and neighbourhood character strategies, and has recommended where necessary amendments to current planning controls.
As part of this Study, the Ashmore Development Control Plan was also reviewed. The purpose of the review was to ascertain whether this urban renewal area can help the City meet the State Government’s dwelling number targets from the Metropolitan Strategy, and also aspirations detailed in the City’s Sustainable Sydney 2030 Vision Strategy. This Strategy recognises that Ashmore has the potential to deliver some of its wider sustainable development goals. The Study undertook a number of different investigations, taking into consideration the established surrounding neighbourhoods of Erskineville and Alexandria. Testing of different scenarios included:
- 3D modelling of potential building heights, separation and orientation
- Sun shadow effects; and
- View sharing.
Stormwater modelling was also undertaken to confirm the open space area was satisfactory to achieve adequate stormwater retention/detention.
The Study findings and recommendations for Ashmore are detailed in sections 3.2.8 and 8.0 of the report.
Community Consultation
Two community workshops were held at different stages of the Study. The community’s feedback from those workshops has been taken into consideration in preparing the final study report.
Stage 1
The first community workshop was held on 7 August 2007. At the workshop the consultants presented preliminary findings from Stage 1. The workshop also provided an opportunity for participants’ input and feedback on the study.
Due to very high community interest in attending the Stage 1 community workshop an additional workshop was held on 22 August 2007 for members of the community who were unable to participate in the workshop held on 7 August.
Stage 2
The Stage 2 community meeting was held on 26 September 2007. At this meeting the proposed future character strategy for each of the Study’s neighbourhoods was presented together with the suggested changes to planning controls.The presentation was followed by a question and answer session.
Council on 23 February 2009 and the Central Sydney Planning Committee on 19 February 2009 considered the Study and resolved the following:
- That the Study is noted;
- That the community is invited to comment on the Study; and
- That those who attended the workshops are notified about the Study.
Stage 3
The Study was made available for public comment from 9 March – to 6 April 2009. Fifty-seven submissions from local residents, landowners and government agencies were received. Council officers have reviewed these submissions and have now finalised the recommendations of the Study. A copy of the finalised Study is available to download.
The final recommendations of the Study have informed the planning controls in the new City Plan.
