Matching Grants Program
The Matching Grants Program was established in response to the outcomes of the Local Action Plan Strategy 2007 – 2010 and aims to provide a mechanism for communities to actively participate in projects which make their own local community a better place.
The Matching Grants Program calls for quarterly submissions from local community groups who have project ideas that meet a specific target theme. Themes are chosen in accordance with the community requests outlined within the Citys Local Action Plans.
Applicants can apply for up to $10,000 in funding and must be able to demonstrate at least an equal matching contribution. For the 2009 - 10 Matching Grants Program there will be four funding rounds. Each round will have a specific project theme.

Matching Grants In-cash and In-kind
The main focus of using a Matching Grants model is the intent to support projects that involve genuine community participation. With the community involved in projects and outcomes, relationships develop within the community and between the City.
By ‘matching’ what the community contributes to the project the City is building or strengthening partnerships between the City and the community, supporting community identified projects and building a sense of community as people work together on the project.
The Matching Grants Program recognises any contribution made by the community towards a project and offers up to $10,000 support to ‘match’ this contribution.
Contributions for the Community or the City are either made in cash or in kind.
Examples of the community contributions can include:
- Direct cash input to the project (donations, income generated)
- In kind contributions such as donated supplies, materials or services; (this can also include volunteering time such as labour, set up & pack down, and meeting time to identify, plan and implement projects;
As a guide for calculating in-kind contributions use the cost price of the supplies, materials, or services contributed.
As a guide to calculating volunteer time or labour contributed to the project use the rate of $20 per hour. For professional or contractor fees a guide for contributed services is $75 per hour.
Examples of the City contributions can include:
- In-kind contributions such as those things which would normally be charged for but are provided at a reduced rate or free of charge such as park hire, venue hire or banner pole hire
- Direct cash input to the project by Matching Grant cash contribution.
