University of NSW Paddington Campus – College of Fine Arts (COFA)

College of Fine Arts Development Application (R/2008/19)

A Major Project application (MP08_0104) was approved by the Minister for Planning on 16 December 2008  under Part 3A of the Environmental Planning and Assessment Act, 1979 for Redevelopment Of UNSW College Of Fine Arts (COFA) Campus, Paddington.

The City of Sydney undertook the assessment of the above Part 3A Major Project application on behalf of the Department of Planning and the Minister for Planning who remained the Consent Authority.

The redevelopment includes demolition of numerous buildings on the site to construct a new 3-storey building along the Selwyn Street edge, comprising administration and student rooms; a landscaped gallery forecourt; an additional floor to an existing building, and Gallery alterations and additions. It is also includes an extension to the car park and basement to the Selwyn Street boundary. The development retains the significant former Albion Street School and other significant built elements.

The approval included specific conditions requiring further archaeological investigation and also an increased setback for Building D from the Selwyn Street trees. The notice of determination and assesment report can be found as PDF files at the Department of Planning website.

College of Fine Arts DCP

Planning Controls for the College of Fine Arts (COFA) were unanimously passed at the Council meeting on 10 April 2006.  The planning controls will be implemented through an amendment to the South Sydney DCP and be known formally as the 'City of Sydney Draft Amendment to South Sydney Development Control Plan 1997 Urban Design, Part G – Special Precincts – University of New South Wales Paddington Campus (Greens Road Paddington).'

The controls are the result of the master planning process which was initiated in 2004 in conjunction with the Council and the local community.

Summary of the DCP Amendment

The DCP amendment sets perimeter building envelopes ranging from 1 – 5 storeys in height with a central courtyard with the main vehicle access to the site from Greens Road, and orientation for pedestrians towards Oxford Street.

The amendment is not related to any specific construction projects but is a policy document to articulate the future development of the site. It provides a basis for the University’s detailed space planning, and provides certainty to Council and the local community as to the desired future development of the site.  Any construction will first require a development application (DA) to be made and considered by the City.
