Embarkation Park located on the roof of the naval car park is accessible from Victoria Street or via the steep McElhone Stairs at the junction of Brougham Street and Cowper Wharf Road. The park is an off-leash area and open from sunrise to sunset seven days per week.

On New Years Eve, the park is a favoured destination for locals and tourists to view the seasonal fireworks displays. The spectacular views across Sydney Harbour encompassing the Harbour Bridge, Sydney Opera House and Botanic Gardens sustain the parks popularity as a prime sight seeing destination throughout the year. The park contains a network of formal grass lawns, garden beds and hard paved areas with ample seating.
