Get approval for a works zone
An on-street works zone, sometimes known as a construction loading zone, is a section of road where vehicles involved in construction work can stop.
Project Status: When you need to do this
Works zones are provided to aid the efficient and safe operation of construction activity.
Generally, all loading and unloading associated with construction will be accommodated within the development site.
If this is not feasible, we may consider an on-street works zone.
A driver can stop in a works zone if they are driving a vehicle that is involved in construction work or dropping off or picking up passengers.

Unsuitable works zone locations
Works zones are generally not suitable in the following locations:
- Bus zones
- Taxi zones
- Bus lanes or clearways
- Within 20m of an intersection with traffic lights
- Within 10m of an intersection without traffic lights.
Works zones may not be permitted in areas that are signposted No Parking, No Stopping or where we deem it unsuitable.
-
Construction traffic management plan
If a construction traffic management plan is a condition of development consent, you must have an approved plan prior to applying for a works zone. The proposed works zone must comply with the plan.
-
Hoisting from a works zone
If you’re proposing to swing or hoist goods from a works zone with a lift, hoist or crane including tower cranes, you must obtain separate approval from us.
-
Trees within or next to a works zone
If any trees constrain loading and unloading associated with construction, your proposed work zone must be re-designed to accommodate these tress without the need to prune major branches. Where pruning is unavoidable, applicants must contact our tree management team before finalising design drawings to discuss any constraints relating to street tree protection. Only minor tree pruning will be approved by the City.
After you finish
If our officers support your application, it will be presented to the Local Pedestrian Cycling and Traffic Calming Committee (LPCTCC) for review and recommendation. The LPCTCC is an advisory body only. Proposals recommended by the LPCTCC must be formally approved by Council or authorised staff under delegated authority.
The final fees will be calculated. The applicant must pay 26 weeks kerbside usage fee and security deposit in advance before the installation of the works zone. Each following kerbside usage fee payment will be for a minimum of 26 weeks.
When determining the application, we may impose additional conditions of approval.
If things all go to plan
If the application is approved, the works zone will be installed 14 days after the receipt of the security deposit, kerbside use fees and notification to nearby properties.
