We invite applications for a community market operator in Taylor Square north.

A market operator who can provide a curated offering with a point of difference in the City of Sydney’s area while complementing the surrounding area and existing businesses will be suitable. They should also demonstrate a clear commitment to our goals in Sustainable Sydney 2030–2050 Continuing the Vision.

The market must be an interesting and vibrant destination selling quality goods and/or services which represents value for money for local communities.

Initial operation and management period would be for a one-year consent term, with options for 2 further 24-month terms (a maximum of 5 years).

You must complete all parts of the request for proposal forms. We may reject any incomplete application.

About the market operator consent

The successful operator must enter a consent agreement with us for the approval of a market proposal on community land and gain any other necessary approvals. The terms of consent will include a fee calculated in line with our markets policy and revenues policy.

How to apply

We’ll review all applications. Shortlisted applicants will be invited to present to an assessment panel.

Presentations must include further details including safety and security, and managing traffic and waste.

- Shortlisted applicants will be asked to prepare and present their proposal to an assessment panel.
- They’ll be asked about the assessment criteria and the proposed operational management of the market.
- Applications and presentations will be scored in line with the assessment criteria and other applicable considerations.

Once the assessment of all proposals and presentations has been completed, we may identify a successful proposal and operator to be invited into a consent agreement for Taylor Square north.

If a proposal is accepted and awarded in-principle, the applicant will be asked to provide the necessary documents to support the initial application, as detailed below in the approval process.

Once these additional documents and details are received and accepted by us, a consent agreement will be prepared and executed for the successful applicant.

A bond payment will be required before the start of the first market. This will cover any possible damages or remediation required from market activities during the consent period. Bond payments will be refunded at the end of a final consent agreement term, minus any remediation costs for damages that may have been caused.
As part of the final consent process, the successful applicant will be required to lodge:
- public liability insurance
- risk management plans
- traffic and pedestrian management plans (where deemed necessary)
- waste management plan
- site plan
- temporary food stall approval
- additional licences or approvals required to operate a market.
Once the documents are received and accepted, a consent for use of road will be issued.
